Urgent question on Northamptonshire serious case reviews

The Shadow Communities and Local Government Secretary, Andrew Gwynne, asked an urgent question concerning two serious case reviews into the murders of two toddlers in Northamptonshire.
The reviews were published last week and criticised Northamptonshire County Council's safeguarding system. The council has previously been in trouble due to budget overspend, forcing it to twice stop all non-essential spending in 2018. It is due to be closed and replaced next year.
The Shadow Secretary of State told the House;
"Both these very young children were systematically let down by the local authority, Northamptonshire County Council, an institution that is supposedly there to protect them".
Responding for the Government, Education Minister Nadhim Zahawi said;
"I have already set out my intention, on the recommendation of the Commissioner, to create an operationally independent children's service trust serving Northamptonshire to drive improvements in services."
