Lords discusses impact of Covid-19 on prisoners

Members of the Lords ask the government for their assessment of the impact of the Covid-19 epidemic on the prison population and offender rehabilitation programmes, in a virtual session on Thursday 23 April.

Speakers include the  former chair of the Independent Advisory Panel on Deaths in Custody and the President of Unlock, the National Association of Ex-Prisoners.

This is a Question for Short Debate. During debates, members put their experience to good use to discuss current issues and draw the government's attention to concerns.

Lord German (Liberal Democrats), former Deputy First Minister in the National Assembly for Wales, put forward the debate.

Speakers include:

  • Baroness Bennett of Manor Castle (Green), officer of the All Party Parliamentary Group on Immigration Detention
  • Lord Farmer (Conservative), chair of the Farmer Review on Importance of Strengthening Offenders' Family Ties to Prevent Reoffending and Intergenerational Crime
  • Lord Harris of Haringey (Labour), former chair of the Independent Advisory Panel on Deaths in Custody
  • Lord McNally (Liberal Democrats), former chair of the Youth Justice Board for England and Wales
  • Lord Ramsbotham (Crossbench), President of Unlock, the National Association of Ex-Prisoners and former Chief Inspector of Prisons.

Lord Keen of Elie (Conservative), Lords spokesperson in the Ministry for Justice, will respond on behalf of the government.
