Lords private members' bills

The House of Lords debated three private members' bills on Friday 7 February, covering energy performance ratings of domestic properties, provision for members of the Lords to vote in general elections, and access to palliative care and the treatment of children.
A private member's bill is a type of public bill (bills that affect all of us). Private members' bills must go through the same set of procedures as other public bills.
Domestic Premises (Energy Performance) Bill [HL] (second reading):

- What is second reading?
A bill to require the Secretary of State to ensure that domestic properties have a minimum energy performance rating of C on an Energy Performance Certificate and to make provision regarding performance and insulation of new heating systems in existing properties.

A bill to allow members of the House of Lords to vote in general elections.

Access to Palliative Care and Treatment of Children Bill [HL] (second reading):

- What is second reading?
A bill to make provision for:
- NHS service commissioners to ensure that persons for whom they have responsibility for commissioning physical and mental health services have access to specialist and generalist palliative care and support services
- hospices to have access to pharmaceutical services on the same basis as other services commissioned by a clinical commissioning group
- treatment of children with a life-limiting illness.
