The Brexit Bill has passed its Commons stages

On 19 December 2019, MPs approved the Second Reading of the European Union (Withdrawal Agreement) Bill by 358 to 234 votes.

On 7 January 2020 it then progressed to its Committee stage (a Committee of the whole House), where it was debated for two days. No new clauses or amendments were passed.

The Bill passed its Report Stage and Third Reading. On Wednesday 22 January 2020, the Bill returned to the Commons from the Lords with five proposed amendments. These were all voted down.

The Bill gained Royal Assent on Thursday 23 January 2020.

What happened in Bill's remaining stages?

There was one amendment to the Bill during its remaining stages. This was moved by Ian Blackford MP and proposed that a third reading of the Bill was declined because the Scottish people voted overwhelmingly to remain in the European Union. This was defeated by 329 votes to 62.

The Bill passed its Third Reading by 330 votes to 231.

What happens when the Bill returned from the Lords?

On Wednesday 22 January 2020, the Bill returned to the Commons from the Lords with five proposed amendments. These were all voted down. The amendments were:

• Lords Amendment 1, which would have made changes to Clause 7 on rights related to residence. Voted down by 338 votes to 252 votes.
• Lords Amendment 2, which would have made changes to Clause 26 on rights of UK courts to diverge from EU law after Brexit. Voted down by 348 votes to 246 votes.
• Lords Amendment 3, which related to powers of ministers to decide when to use or set aside judgements by the ECJ. Voted down by 350 votes to 247 votes.
• Lords Amendment 4, which related to Clause 37 on unaccompanied child refugees being allowed to join their families in the UK after Brexit. Voted down by 342 votes to 254 votes.
• Lords Amendment 5, which related to clause 38 on the Sewel Convention. Voted down by 349 votes to 246 votes.
