Highlights from 12-16 July in the House of Lords include:

  • Members complete line by line check of Environment Bill, proposing changes including protecting national parks and forests, and prohibiting fracking.
  • Members suggest changes to a draft law on telecoms security, including modern threats, effective regulation and foreign investors.
  • The House presses government on action to tackle racism in sport in light of Euro 2020 events.

Tuesday 13 July

Private Notice Question 

Members challeneged the government on racism in sport in an urgent question from Lord Coaker (Labour).

Legislation 

Members started detailed scrutiny (committee stage) of the Telecommunications (Security) Bill in Grand Committee.  

Regulations 

The Lords considered early years regulations and a motion to regret from Lord Watson of Invergowrie (Labour) on the introduction of the Reception Baseline Assessment in September 2021.  

Later, the House reviewed regulations on merchant shipping and considered a motion to regret from Lord Berkeley (Labour) on the delayed introduction of these regulations and the safety risks these delays may have caused.

Private Notice Question 

Members quizzed the government in an urgent question on overseas development assistance raised by Lord Fowler (Crossbench).

Regulations  

The Lords debated a motion to regret from Lord Faulkner of Worcester (Labour) on business and planning regulations not taking into account the benefits of 100% smoke-free pavement licences.

Legislation 

Environment Bill scrutiny continued in day 8 of committee stage.  

Thursday 15 July
