Highlights in the House of Lords from 21-25 February include:
Debates
The House of Lords debated the situation in Ukraine on Friday 25 February.
Questions
Members pressed the government on Ukraine, political prisoners in Hong Kong and banning the import of hunting trophies.
Bills
In legislation, the House of Lords began detailed scrutiny of the Judicial Review and Courts Bill and Building Safety Bill. Members will also debate the key purpose and principles of the Elections Bill.

Thursday 24 February
Questions
Members questioned the government on:
- Ukraine and NATO membership
- acceptance of T Level students by Higher Education institutions
- National Food Strategy
- progress of the National Tutoring Programme.
Members also pressed the government on the Post Office Horizon scandal following a previous question in the House of Commons,
Statement
The House of Lords questioned the government on Ukraine following an earlier statement in the House of Commons .
Legislation
The House of Lords began 'tidy up' of the Dissolution and Calling of Parliament Bill at third reading and committee stage of the Judicial Review and Courts Bill is expected to continue.
In Grand Committee, work away from the chamber, committee stage of the Building Safety Bill continued.
Wednesday 23 February
Questions
Members questioned the government on:
- upgrade of Type 45 destroyer ships
- Russian naval military exercises off the south-west coast of Ireland
- effect of COVID-19 on school children in deprived communities
- withdrawal by the United Kingdom, United States of America, and Canada, of their monitors from the Organisation for Security and Co-operation in Europe (OSCE) Special Monitoring Mission in Ukraine.
Legislation
Strengthening the integrity of electoral processes and voter identification was in the spotlight as the House of Lords discussed the key purpose and principles of the Elections Bill at second reading.
Following no amendments the House of Lords discharged the Refugees (Family Reunion) Bill, a private member's bill.
Regulations
Lord Berkeley put forward a motion to regret in relation to penalties for rail, air and ferry companies that fail to send accurate and timely information on passengers, crew and services before their arrival or departure.
In Grand Committee, work away from the chamber, members debated regulations relating to:
- tax credits and child benefit
- social security contributions
- immigration and nationality fees
- occupational pension schemes
- mesothelioma lump sum payments
- pneumoconiosis payment of claims.
Tuesday 22 February
Questions
Members questioned the government on:
- pro-democracy political prisoners in Hong Kong
- banning the import of hunting trophies
- UK COVID-19 global vaccination donations
- windfall tax on oil, gas, and energy companies profits.

Members pressed the government on recent statements made in the House of Commons on:
Legislation
Members began 'tidy up' of National Insurance Contributions Bill at third reading and the key purpose and principles of the Finance (No.2) Bill (Supply and Money Bill) was debated at second reading before completing its remaining stages.
Debate
In Grand Committee, the House of Lords debated energy national policy.
Monday 21 February
Questions
Members questioned the government on:
- UK creative professionals touring the EU
- deepening foreign policy and defence cooperation with European allies
- strengthening global health systems
- correcting state pension underpayments and arrears for women.
The House of Lords also pressed the government on the process for awarding contracts to Randox Laboratories following a recent urgent question in the House of Commons.
Legislation
The costs of new nuclear power projects in Britain were in the spotlight as members began the main debate of the Nuclear Energy (Financing) Bill at second reading. The House of Lords also began detailed examination of the Judicial Review and Courts Bill at committee stage.
Away from the chamber in Grand Committee, committee stage of the Building Safety Bill began.
