In the House of Lords from 7-10 February:
Questions
Members pressed the government on changes to the Highway Code, e-scooter laws, knife crime and more.
Bills
In legislation: three bills returned to the Lords for consideration of House of Commons changes in 'ping pong':
- Advanced Research and Invention Agency Bill
- Leasehold Reform (Ground Rent) Bill
- Dormant Assets Bill
Plus, immigration offences were on the agenda as the House continued detailed checks of the Nationality and Borders Bill. Members also discussed improvements across the court system during the key debate of the Judicial Review and Courts Bill.

Questions
Members questioned the government on:
- building safety costs
- environment risks posed by oil tanker FSO Safer
- the Criminal Justice System
- amending the Highway Code.

Membered quizzed the government on restoring the Northern Ireland Executive following an urgent question from Lord Empey (Ulster Unionist Party), granted by the Lord Speaker.
Legislation
The Leasehold Reform (Ground Rent) Bill returned to the Lords for consideration of House of Commons amendments.
The National Insurance Contributions Bill received further examination at report stage.
Members debated Judicial Review reforms and improvements across the court system during second reading of the Judicial Review and Courts Bill.
Away from the chamber in Grand Committee, committee stage of the Subsidy Control Bill continued.

Members quizzed the government following a statement on its 'levelling up' plans.

The Lords questioned the government on the Department of Health and Social Care’s plan for elective care recovery in England.
Tuesday 8 February
Questions
Members questioned the government on:
- the UK’s position in mathematical sciences
- introducing a policy for e-scooters
- the governments international development strategy
- returning the Parthenon marbles to Athens.

Members examined two bills at committee stage:

In Grand Committee, the House considered regulations on:
- divorce, dissolution and separation
- money laundering and terrorist financing
- health and social care
- proxy vote applications
- non-domestic rates
- waste and agriculture.
Wednesday 9 February
Legislation
Consideration of House of Commons changes to the Advanced Research and Invention Agency Bill started at 11am.
The House also began further examination of the Dissolution and Calling of Parliament Bill at report stage.
Questions
Members questioned the government on:
- reducing knife crime
- a review of the Gambling Act 2005
- charging electric vehicles on the Parliamentary Estate
- the effects of lockdowns on COVID-19 mortality.
Legislation
Legislative scrutiny continued after questions with:
- Dormant Assets Bill – consideration of House of Commons amendments
- Health and Care Bill – detailed examination continues at committee stage.
The final day of Subsidy Control Bill checks (committee stage), took place away from the chamber in Grand Committee.
Thursday 10 February
Questions
Members questioned the government on:
- implementing a National Disability Strategy
- protecting children online
- COVID-19 lateral flow tests awaiting approval
- early medical abortion.
