What's on in the Lords 10-13 January

This week in the House of Lords:
- In questions, members pressed government for action on compensation for Horizon Scandal victims, ambulance waiting times outside A&E departments and fuel poverty
- Line by line check of the Health and Care Bill started, with members raising concerns about powers delegated to ministers in the bill, and considering changes on ensuring waiting times targets are maintained, funding mental health services and tackling health inequalities
- Members also voted to make sex-for-rent illegal and create fast-track protection orders for schools and vaccination centres in scrutiny of the Police, Crime, Sentencing and Courts Bill.

Questions
Members questioned the government on:
- introducing a professional register for care workers
- the Post Office Horizon IT scandal
- meetings with the devolved governments
- supporting the economic recovery of authors, booksellers and libraries following the pandemic.

Members debated the Procedure and Privileges Committee Report ‘Debates before second reading in Grand Committee; Update on pass-reader voting; Leave of absence’.

The House 'tidied up' two bills at third reading:
Detailed checks (report stage) of the Police, Crime, Sentencing and Courts Bill also took place.
Away from the chamber in Grand Committee, the Lords began line by line examination of the National Insurance Contributions Bill at committee stage.
Tuesday 11 January
Questions
Members questioned the government on:
- DWP: support to larger families
- respiratory viruses
- establishing a Net Zero Test for new policies
- situation in Kazakhstan.

Members began to examine the Health and Care Bill at committee stage.
Debate
The House debated government plans to support the British farming industry. Members discussed ongoing labour shortages, and increased competition from the Australian and New Zealand markets. Lord Redesdale (Liberal Democrat), put forward the debate. Lord Benyon (Conservative), Minister for Rural Affairs, access to nature and Biosecurity, responded on behalf of the government.

- the UK’s diplomatic influence
- nuclear weapons: differences between possessor states

Thursday 13 January

Members questioned the government on:
- the imprisonment of Mikheil Saakashvili
- ambulance transfer to A&E waiting times
- money laundering in the UK
- railway timetables.

The Lords continued detailed checks of the Health and Care Bill at committee stage.
Motion to regret
Members debated a motion to regret put forward by Baroness Meacher (Crossbench), on goods fees regulations.
