If so, you can submit your views in writing to the House of Commons Public Bill Committee which is going to consider this Bill.

The Public Bill Committee is now able to receive written evidence. The sooner you send in your submission, the more time the Committee will have to take it into consideration.

The Public Bill Committee will scrutinise the Bill line by line. The first sitting of the Public Bill Committee is expected to be on Tuesday 16 May and the Committee is scheduled to report by Tuesday 23 May 2023. However, please note that when the Committee concludes its consideration of the Bill it is no longer able to receive written evidence and it can conclude earlier than the expected deadline of 5.00pm on Tuesday 23 May 2023. You are strongly advised to submit your written evidence as soon as possible.

Aims of the Bill

The Finance (No.2) Bill 2022-23 was published on 21 March. The Bill’s Explanatory Notes and full details of the Bill’s scrutiny to date are collated on its Bill page on the Parliament site. The Bill received a second reading on Wednesday 29 March 2023. 

Selected clauses from the Bill are debated by the Committee of the Whole House at the start of the Bill’s Committee stage.  In the case of the current Bill, these debates were held on Tuesday 18 and Wednesday 19 April 2023.

The selection of clauses is set out in a programme motion, which was agreed by the House at the conclusion of the Bill’s second reading on 29 March.

The remaining clauses and schedules will be debated in a Public Bill Committee, which is expected to begin its scrutiny of the Bill on Tuesday 16 May. This includes:

  • Clauses 1 to 4;
  • Clauses 16 and 17;
  • Clause 26;
  • Clauses 28 and 29;
  • Clauses 30 to 34;
  • Clause 35;
  • Clauses 36 and 37;
  • Clauses 38 to 44;
  • Clauses 45 and 46;

  • Clauses 61 to 105;
  • Clauses 106 to 108;
  • Clauses 109 to 112;
  • Clauses 113 and 114;
  • Clauses 115 to 120;
  • Clauses 313 to 315;
  • Clauses 316 to 320;
  • Clauses 321 to 324;
  • Clauses 325 to 331;
  • Clauses 332 to 345;
  • Clauses 346 to 352;
  • Schedules 2-6, 10-13, 19-24; and
  • Any new Clauses and Schedules.

The Finance (No.2) Bill 2022–23 was introduced to the House of Commons on 21 March 2023. Second reading was held on 29 March 2023.

Deadline for written evidence submissions

The Public Bill Committee is now able to receive written evidence. The sooner you send in your submission, the more time the Committee will have to take it into consideration and possibly reflect it in an amendment. The order in which amendments are taken in Committee will be available in due course under Selection of Amendments on the Bill documents pages. Once the Committee has dealt with an amendment it will not revisit it.
