Committee stage of the Levelling-up and Regeneration Bill began.
In Grand Committee, work away from the chamber, the Electronic Trade Documents Bill was considered by a Special Public Bill Committee. Later, members continued committee stage scrutiny of the Financial Services and Markets Bill.
Motion to regret
Members debated a motion to regret regulations on subsidy control information gathering powers. Put forward by Baroness Randerson, the motion regrets that the regulations remove important requirements to consult the devolved governments in relation to subsidy control policy and undermine a UK wide approach to the regulation of subsidies.

Questions
The Lords quizzed the government on:
- decriminalising soliciting
- reviewing offences which resulted from domestic abuse
- the impact of policies and spending cuts on people with disabilities
- discontinuing the practice of accommodating asylum seekers in hotels.
Legislation
Members ‘tidied up’ the Public Order Bill at third reading.
The main debate of the Strikes (Minimum Service Levels) Bill took place at second reading.

Members questioned the government on:
- reducing methane emissions
- a national immunisation programme for respiratory viruses
- the freeze in local housing allowance rates
- increasing the maximum penalty for serious pollution incidents by water companies.

Members quizzed the government on the rollout of voter ID.

Committee stage of the Levelling-Up and Regeneration Bill continued.
Statement
The House questioned the government following a statement on the Plymouth shootings.

- tax credits, child benefit and guardian’s allowance up-rating
- social security contributions

- guaranteed minimum pensions increase
