Public Order Act 1986 (Serious Disruption to the Life of the Community) Regulations 2023 
Motion to regret

Members debated a 'motion to regret' provisions in the Public Order Act 1986 concerning the meaning of the expression “serious disruption to the life of the community”. Put forward by Lord Coaker, the motion regrets that the regulations proposed as secondary legislation, which is subject to reduced scrutiny, include measures previously rejected. 

Motion to decline to approve

Later, members debated a 'motion to decline to approve' the regulations. Put forward by Baroness Jones of Moulsecoomb, the motion states that the House declines to approve the draft Public Order Act 1986 (Serious Disruption to the Life of the Community) Regulations 2023 because Parliament has already rejected during consideration of primary legislation the proposals contained within those regulations.
