Review of the Independent Complaints and Grievances Scheme (ICGS)

The purpose of the review is to assess the performance of the ICGS and identify opportunities for further improvements. The terms of reference were agreed by the Commissions of both Houses.  With an expectation to report in early 2024, the review timetable is in line with recommendations made in 2021 - as part of the 18-month ICGS review by independent expert Alison Stanley.

The review will not re-open any investigations but will assess how the ICGS is working as a whole.

As part of the review, - fewer than ten - to gain an understanding of the investigatory process and complexities involved.

Written evidence

Paul will also be launching a call for written evidence submissions from individual or groups of stakeholders from the parliamentary community as part of the review.

He is particularly looking to understand how the ICGS is perceived and hear suggestions as to how it can be improved.  

Due to time limitations, the review will be tightly focussed. Respondents will therefore be asked to structure their submission around one or more of the terms of reference. Further details will be communicated as soon as possible.
