Crown Estate Bill debated in the Lords

An offshore wind farm

Members of the House of Lords debated the key principles of the Crown Estate Bill during second reading on Monday 2 September.

The Crown Estate Bill aims to widen the borrowing and investment powers of the Crown Estate to speed up the development of offshore wind projects, in collaboration with Great British Energy, and to deliver long-term financial returns to the taxpayer.

Debate on the draft law 

During second reading, members discussed the main topics of the bill and drew attention to concerns or specific areas where they think amendments (changes) are needed.

Lord Livermore (Labour), Financial Secretary to the Treasury, opened the debate and responded on behalf of the government. 

Contributing members included:

  • Lord Bourne of Aberystwyth (Conservative), chair of Haven Waterway Enterprise Zone for renewable energy opportunities
  • Baroness Hayman (Crossbench), chair of Peers for the Planet
  • Lord Rooker (Labour), director of community energy society Ludlow Hydro Co-operative Ltd
  • Lord Teverson (Liberal Democrats), trustee of renewable energy company Regen SW.
