Finance Bill: call for evidence

Do you have relevant expertise and experience or a special interest in the Finance Bill 2023-24, which is currently passing through Parliament?

If so, you can submit your views in writing to the House of Commons Public Bill Committee which is going to consider this Bill.

The Public Bill Committee is now able to receive written evidence. The sooner you send in your submission, the more time the Committee will have to take it into consideration.

The Public Bill Committee will scrutinise the Bill line by line. The first sitting of the Public Bill Committee is expected to be on Tueasday 16 January and the Committee is scheduled to report by Tuesday 30 January 2024. However, please note that when the Committee concludes its consideration of the Bill it is no longer able to receive written evidence and it can conclude earlier than the expected deadline of 5.00pm on Tuesday 30 January 2024. You are strongly advised to submit your written evidence as soon as possible.

Aims of the Bill

The Finance Bill 2023-24 was published on 29 November 2023. The Bill’s Explanatory Notes and full details of the Bill’s scrutiny to date are collated on its Bill page on the Parliament site. The Bill received a second reading on Wednesday 13 December 2023. 

Selected clauses from the Bill are debated by the Committee of the Whole House at the start of the Bill’s Committee stage.  In the case of the current Bill, these debates were held on Wednesday 10 January.

The selection of clauses is set out in a programme motion, which was agreed by the House at the conclusion of the Bill’s second reading on 13 December.

The remaining clauses and schedules will be debated in a Public Bill Committee, which is expected to begin its scrutiny of the Bill on Thursday 11 January. This includes:

  • Schedule 2;
  • Clause 4;
  • Schedule 3;
  • Clause 5;
  • Schedule 4;
  • Clause 6;
  • Schedule 5;
  • Clause 7;
  • Schedule 6;
  • Clause 8;
  • Schedule 7;
  • Clause 9;
  • Schedule 8;
  • Clauses 10 to 14;
  • Schedule 9;
  • Clauses 15 and 16;
  • Schedule 10;
  • Clauses 17 to 20;
  • Schedule 11;
  • Clauses 22 to 24;
  • Clause 26;
  • Clauses 28 to 30;
  • Clauses 35 to 38;
  • any new Clauses or new Schedules relating to the subject matter of those Clauses or those Schedules;
  • remaining proceedings on the Bill.

The Public Bill Committee is now able to receive written evidence. The sooner you send in your submission, the more time the Committee will have to take it into consideration and possibly reflect it in an amendment. The order in which amendments are taken in Committee will be available in due course under Selection of Amendments on the Bill documents pages. Once the Committee has dealt with an amendment it will not revisit it.
