Review of the Independent Complaints and Grievance Scheme launches call for evidence

The review into the Independent Complaints and Grievance Scheme (ICGS) has begun hearing from members of the Parliamentary community. 

Today (9th January) sees Paul Kernaghan, the Independent Reviewer of the ICGS, launch a call for evidence which will allow for all members of the parliamentary community to offer their feedback and views. 

The questions focus on quality and timeliness of investigations, confidentiality, independence, governance, scope, resolution outside of the scheme, and the user experience.

Those wishing to submit evidence can do so by providing answers to a series of questions (pdf, 166KB) chosen by the Reviewer, based on the review’s terms of reference (pdf, 77KB). Respondents may pick the questions they choose to answer – there is no obligation to answer them all. Other issues that relate to the terms of reference may also be discussed.

The review will act as a timely check and balance on the work and initiatives being delivered by the ICGS, and will provide an opportunity to make further improvements to the scheme.

The deadline for submitting evidence is Monday 5 February 2024. Please submit evidence to icgsreview@parliament.uk  

The Review

The purpose of the review is to assess the performance of the ICGS and identify opportunities for further improvements. The terms of reference (pdf, 77KB) were agreed by the Commissions of both Houses.  With an expectation to report in early 2024, the review timetable is in line with recommendations made in 2021 - as part of the 18-month ICGS review by independent expert Alison Stanley.
