Lords begins further checks of National Insurance Contributions Bill

Members of the House of Lords begin further checks of the National Insurance Contributions (Secondary Class 1 Contributions) Bill at report stage on Tuesday 25 February.

The National Insurance Contributions (Secondary Class 1 Contributions) Bill will implement the new rates of national insurance contributions announced by the Chancellor of the Exchequer in the 2024 Autumn Budget.

Further checks and changes

Report stage, a further chance to closely scrutinise elements of the bill and make changes, is scheduled to take place on Tuesday 25 February.

Proposed changes

Members speaking on day one of report stage have put forward amendments to the bill on subjects including:

  • national insurance rates for part time workers
  • exemptions for small charities, hospices and young people
  • the impact of national insurance rates on tourism, hospitality and seasonal workers.
