Non-Domestic Rating (Multipliers and Private Schools) Bill begins Lords committee stage

Members of the House of Lords begin their detailed examination of the Non-Domestic Rating (Multipliers and Private Schools) Bill, in committee stage on Monday 24 February.
The Non-Domestic Rating (Multipliers and Private Schools) Bill contains a range of measures that will allow HM Treasury to:
- introduce lower non-domestic rating multipliers for retail, hospitality and leisure properties
- introduce higher multipliers for large companies whose properties exceed £500,000
- remove the rate relief from private schools registered as charities.
Line by line examination
Committee stage is a thorough examination of the individual parts (clauses) of the bill.
Starting from the front of the bill, members work through the clauses in order, considering changes (amendments) to the wording or proposals for new clauses.
Two days of committee stage have been scheduled so far:
- Monday 24 February
- Thursday 27 February
Proposed changes
Members speaking on day one of committee stage have put forward amendments to the bill on subjects including:
- the legislation's impact on grass roots music venues
- exemptions for businesses which provide essential services for the community such as banking hubs
- reviewing the impact of higher multipliers on economic growth.
