Freedom of expression, religion and belief in Syria, compensation to victims of the Post Office Horizon scandal, solar panel installation, and measures against the illegal use of e-scooters are all in the spotlight.

Bills

Legislation

The Lords continued line by line check of the Terrorism (Protection of Premises) Bill.

Orders and regulations

Members discussed the Procurement Act 2023 (Consequential and Other Amendments) Regulations 2025 and a 'motion to regret' the regulations, put forward by Lord Robathan.

From 3.45pm in Grand Committee, work away from the chamber, members discussed regulations on:

  • space industry
  • product security and telecommunications infrastructure
  • medicines
  • Health and Social Care Act 2008.

Tuesday

Questions

The House of Lords focused on:

  • establishing the passenger standards authority
  • electoral quota per constituent
  • compensation to victims of the Post Office Horizon scandal
  • sanctions on International Criminal Court staff by the President of the USA.

Legislation

Members made further changes to the Great British Energy Bill, and 'tidied up' the Institute for Apprenticeships and Technical Education (Transfer of Functions etc) Bill. Plus, the Water (Special Measures) Bill returned from the Commons for further consideration.

From 3.45pm in Grand Committee, the Lords continued line by line checks of the Bus Services (No.2) Bill.

Wednesday

Questions

The Lords pressed the government on:

  • UK economic growth
  • solar panel installation in England
  • NHS electronic patient record systems
  • funding cuts to the National Institutes of Health.

Members quizzed the government following a Private Notice Question on citizenship application from illegal migrants, asked by Lord Blunkett. Watch on X.

Urgent questions and statements

Members pressed the government following urgent questions on the Clonoe inquest and the Rosebank and Jackdaw oil fields, and statements on local government and biomass generation.

Legislation

Members continued to check and change the Terrorism (Protection of Premises) Bill.

Orders and regulations

Members discussed the Copyright and Performances (Application to Other Countries) (Amendment) (No. 2) Order 2024 in a 'motion to regret' put forward by Lord Clement-Jones.

  • energy bill relief and discount schemes
  • electricity capacity
  • gambling.

Thursday

Questions

The House of Lords quizzed the government on:

  • tax implications in the hospitality sector
  • illegal use of e-scooters
  • UK investment in the London Stock Exchange
  • future of the British Council.

Urgent questions and statements

Members also pressed the government following an urgent question on US steel import tariffs and statements on UK-EU relations and the Prevent Learning Review.

Debates

Members marked Holocaust Memorial Day, plus bank closures in the past decade and the impact on people in rural communities were on the agenda.

From 1pm in Grand Committee, the Lords continued line by line checks of the Bus Services (No.2) Bill.
