House of Commons debates second reading of a Bill to reform education, training and apprenticeships for young people and adults.

The second reading of a Government Bill is introduced by a government minister in the department responsible for the Bill. The minister outlines the overall purpose of the Bill and highlights particular parts of the Bill they consider most important.

The official Opposition spokesperson responds with his or her views on the Bill. The debate continues with other Opposition parties and backbench MPs giving their opinions on the principles of the Bill.
