Business Secretary, Lord Mandelson, formally introduced the Postal Services Bill into the House of Lords. The new Bill aims to to make provision for the restructuring of the Royal Mail Group, the Royal Mail Pension Plan and makes new provision about the regulation of postal services.

The first reading is the first stage of a Bill's passage through Parliament - the title of the Bill is read out - and it is a formality and takes place without debate.
