The Bill seeks to:
- ensure that all teachers have sufficient training to provide appropriate education for pupils with special educational needs and disability (SEND);
- place new duties on inspectors to consider the needs of children with SEND; and
- change the law to ensure that a child with SEND cannot be permanently excluded from a school unless a review has been undertaken by the school of the 'reasonable adjustments' made to accommodate the pupil as required by the Disability Discrimination Act 1995, and review of the special educational needs (SEN) being made for the pupil where the pupil has SEN.
