The Health Committee report, published on 13 January 2009, warned that primary care trusts (PCTs) are not yet capable of carrying out Lord Darzi’s NHS Next Stage Review proposals, and that insufficient analytical and planning skills and variable management quality within PCTs was 'striking and depressing'.
The report also said that weaknesses in NHS leadership must be urgently addressed and that not enough detail had been given on costs of the reforms.
