Lords to debate regulatory burden on schools

Members of the House of Lords will discuss the Merits Committee report ‘The cumulative impact of statutory instruments on schools’ in a debate this Friday, 19 June, in the House of Lords
Chairman of the Merits Committee, Lord Filkin, will introduce the debate which follows the committee’s inquiry into the planning and implementation of regulation and secondary legislation in schools.

The inquiry was prompted by the finding that in the 2006-07 session schools were the subject of around 100 different sets of Regulations made by the Department for Children, Schools and Families (DCSF).
In its report, published in March 2009, the Committee called for the Government to adopt a less heavy-handed approach to its relationship with schools, arguing for the Department for Children, Schools and Families (DCSF) to give teachers greater room to deliver the objective of improving education.
The Government responded to the Committee’s report in May, addressing some of the concerns regarding timing and implementation but it is the Committee’ view that Ministers need to better understand the need to learn from experience and find out what effect regulations and rules have on schools, pupils and teachers.
Baroness Thornton will respond on behalf of the Government.
