Paddy Tipping, Labour MP for Sherwood, introduced a Bill in the Commons which would allow the government to set a maximum wage. It was introduced under the ten minute rule procedure which is one of the ways backbench MPs can introduce legislation.

The ten minute rule process is used more as a means of making a point on the need to change the law on a particular subject. As there is little parliamentary time available, they mainly provide the opportunity for MPs to test Parliament's opinion on a particular issue.
