Prime Minister’s statement on constitutional renewal

Prime Minister, Gordon Brown, made a statement to the Commons on the Government’s proposals for further democratic reform, including legislation on MPs' conduct.

He proposed a number of reforms including:

  • a move to independent statutory regulation of Members' allowances
  • a statutory code of conduct for all MPs
  • a review of the system of financial support in the House of Lords
  • an urgent modernisation of the procedures of the Commons
  • a broadening of freedom of information to cover additional bodies
  • a reduction of the time taken to release official documents
  • proposals for the final stage of Lords reform
