Prime Minister’s statement on constitutional renewal

Prime Minister, Gordon Brown, made a statement to the Commons on the Government’s proposals for further democratic reform, including legislation on MPs' conduct.

He proposed a number of reforms including:
- a move to independent statutory regulation of Members' allowances
- a statutory code of conduct for all MPs
- a review of the system of financial support in the House of Lords
- an urgent modernisation of the procedures of the Commons
- a broadening of freedom of information to cover additional bodies
- a reduction of the time taken to release official documents
- proposals for the final stage of Lords reform
