The House of Lords considered the Scottish and Northern Ireland Banknote Regulations 2009, designed to offer holders of such banknotes a similar level of protection to holders of Bank of England banknotes, in Grand Committee on 9 November

A Grand Committee is a committee of unlimited membership and any Member of the Lords may participate in it.
During Grand Committee (which takes place outside the Lords Chamber and usually in the Moses Room in the House of Lords), certain types of business, including consideration of statutory instruments, takes place. The consideration procedure is the same as if the business takes place in the Lords Chamber, except that votes can't happen.
