MPs debate new Independent Safeguarding Authority

Kelvin Hopkins, Labour MP for Luton North, opened a debate in Westminster Hall on the Independent Safeguarding Authority (ISA) - created to help prevent unsuitable people from working with children and vulnerable adults. Meg Hillier, Parliamentary Under-Secretary of State at the Home Office, responded to the debate
