Dr Kim Howells, chairman of the Intelligence and Security Committee (ISC), opened a debate in the Commons on his committee's latest annual report. The Foreign Secretary, David Miliband, opened for the Government and Chris Bryant, Minister for Europe at the Foreign Office, closed the debate.

The ISC was set up in 1994 to examine the policy, administration and expenditure of the Security Service, Secret Intelligence Service, and the Government Communications Headquarters. It is based in the Cabinet Office in Whitehall.

The Prime Minister appoints the ISC Members who report directly to the him and, through him, to Parliament.
