Report on Trevor Phillips’ conduct

The House of Lords Committee for Privileges and Conduct published a report into an allegation of contempt of Parliament against Trevor Phillips, Chair of the Equality and Human Rights Commission (EHRC) on Wednesday 7 July.
The original allegation was made by the Joint Committee on Human Rights in February 2010. The Committee for Privileges and Conduct concluded that Mr Phillips was not guilty of committing a contempt when he approached members of the Joint Committee on Human Rights shortly before they were to consider a draft report on the operation of the EHRC. However, the committee described his behaviour as “inappropriate and ill-advised”.

The Committee for Privileges and Conduct is appointed each session by the House to consider matters relating to parliamentary privilege, and to oversee the operation of the Code of Conduct. The original allegation was made in the 7th Report of the Joint Committee on Human Rights for 2009-10.
Evidence relating to the allegation was collected by the House of Commons Standards and Privileges Committee, and published in March.
