Lords second reading of Superannuation Bill

The Superannuation Bill received its second reading - a general debate on all aspects of the Bill - in the House of Lords on Tuesday 26 October.
Lord Wallace of Saltaire, government spokesperson, Department for Business, Innovation and Skills, introduced the debate.
Clause 1 of this Bill would cap compensation payable under the Civil Service Compensation Scheme at a maximum of 12 months’ pay for compulsory redundancy and 15 months’ for voluntary exits. Clause 2 provides for clause 1 to expire after 12 months, unless repealed, extended or revived using order-making powers.
The Conservative-Liberal Democrat Coalition Government has invited the civil service unions to negotiate a “sustainable and practical long term successor scheme”.
The committee stage - line by line examination of the Bill - starts on 11 November.

The government Minister or a senior spokesperson in the Lords for the government department responsible for the Bill opens the debate. Second reading provides the first opportunity for Members of the Lords to discuss the purpose of a Bill and its main principles.
