Second reading of the Parliamentary Voting System and Constituencies Bill concluded in the House of Lords on Tuesday 16 November after two days of debate.

The Bill provides for the next General Election to be held under the Alternative Vote system, provided this change is endorsed in a referendum on 5 May 2011 and boundary changes have been made to reduce the size of the House of Commons to 600.
On 15 November Members voted on whether to send the Parliamentary Voting System and Constituencies Bill should be referred to the Examiners to determine whether it was hybrid. Members voted against referring the Bill to the examiners
The date for the start of committee stage – line by line examination of the Bill – has yet to be confirmed.
