On 3 November 2010 the Government set out its proposals for changes to higher education funding and student finance. The proposals were based upon the recommendations of the Browne Review of higher education in England.

On 12 October 2010 Lord Browne published the report of the independent inquiry into higher education and student finance in England, Securing a sustainable future for higher education.

The Browne Review was an independent body which was set up to review the effect of the variable tuition fees scheme that was introduced in September 2006. The report made several recommendations and the Government announced that it endorsed the thrust of the report.
