Lord Chancellor and Secretary of State for Justice, Kenneth Clarke, made a statement to the House of Commons on Tuesday 7 December on the publication of the Government's Green Paper entitled "Breaking the cycle: effective punishment, rehabilitation and sentencing of offenders"
