The Speaker John Bercow, has submitted his comments to the Independent Parliamentary Standards Authority’s annual review of the MPs' Expenses Scheme.

He was invited to do so as a statutory consultee under section 5 of the Parliamentary Standards Act 2009. In the document he addresses the two major issues on which IPSA is seeking views, namely, how to achieve a better outcome in a number of key areas which IPSA has identified and also to consider the fundamental character of the authority and what sort of regulator it should aspire to be.
