Police Reform and Social Responsibility Bill: third reading

The House of Lords considered the third reading of the Police Reform and Social Responsibility Bill on Wednesday 20 July. Third reading is the final chance for the Lords to debate and change the contents of the Bill

Amendments under discussion included a new policing protocol under Clause 79. The proposed measures cover procedures for the resignation of a chief constable or deputy commissioner of the Met Police. 

The House of Lords voted on this and a number of other amendments.

The Bill covers five main policy areas:

  • police accountability and governance 
  • alcohol licensing 
  • regulation of protests around Parliament Square
  • misuse of drugs
  • arrest warrants in respect of private prosecutions for universal jurisdiction offences.

The Bill completed all its stages in the House of Commons on 18 February and had its first reading in the House of Lords on 1 April.
