Committee stage of the Scotland Bill, day three

The House of Commons held its third and final day of the Committee stage of the Scotland Bill on Tuesday 15 March.
Day three: Tuesday 15 March
MPs considered New Clauses 1, 3, 9, 10, 11 and 19.
New Clause 1 related to the abolition of regional members of the Scottish Parliament, the Clause was read a first and second time and then withdrawn.
New Clause 3 related to maritime policy, the Clause was read a first time but negatived on division.
New Clause 9 related to rail passenger services, the Clause was read a first time but negatived on division.
New Clause 10 related to the Crown Estate, the Clause was read a first time but negatived on division.
New Clause 11 related to time zones, the Clause was read a first time but negatived on division.
New Clause 19 related to regulation of food labelling and content, the Clause was read a first time but negatived on division.

Day two: Monday 14 March
MPs considered Clauses 24-32 in Part 3 of the Bill which relate to structures which the Scottish Parliament may legislate on taxation.
Clauses 33-39 in Part 4 of the Bill which relate to Scottish statutory instruments and commencement of the when provisions within the Act will come into force. And, Schedules 3-5.
Part 3
Clauses 24 and 25 were agreed without amendment. Clause 26 was agreed with amendments. Clauses 27 and 28 were agreed without amendment. Clause 29 was agreed with an amendment. Clause 30 was agreed without an amendment. Clause 31 was agreed with an amendment.
Part 4
Clause 32 was agreed without an amendment. Clause 33 was agreed with amendments. Clauses 34-37 were agreed without amendment. Clause 38 was agreed with amendments and Clause 39 was agreed without amendment.
A new clause (NC18) was read the first and second time, and added to the Bill.
Schedules 3-5
Schedule 3 was agreed without amendment. Schedule 4 was agreed with amendments. Schedule 5 was agreed without amendment.

Day one: Monday 7 March
The House of Commons held its first day of the Committee stage of the Scotland Bill on Monday 7 March.
MPs considered Clauses 1-14 in Part 1 of the Bill which relate to the Scottish Parliament and its powers.
Clauses 15-23 in Part 2 of the Bill which relate to Scottish Ministers and their powers and executive competence. Schedules 1 and 2 were also considered.

Clauses 1-2 were agreed without amendment. Clause 3 was agreed with an amendment. Clauses 4-11 were agreed without amendment. Clauses 12 and 13 were agreed to on a division.
Clauses 14-20 were agreed without amendment. Clause 21 was agreed with an amendment. Clauses 22 and 23 were agreed without amendment.

Summary of the Scotland Bill
The Bill makes changes to the devolution settlement for Scotland and gives effect to the recommendations as set out in the Commission on Scottish Devolution’s (Calman Commission) final report, Serving Scotland Better: Scotland and the United Kingdom in the 21 Century published in June 2009.
It would make changes to the finances of the Scottish Parliament, including a new Scottish rate of income tax, and make a number of adjustments to the boundary of devolved responsibilities.

Committee of the whole House
When a Bill passes its second reading and is considered in detail, this usually takes place in a Public Bill Committee held outside the Chamber and made up of between 16 and 20.
Occasionally a Bill will be considered by a Committee of the whole House and this discussion takes place in the Commons Chamber itself, where all MPs can take part.
Any Bill can be referred to a Committee of the whole House, but the procedure is normally reserved for finance bills and other important or controversial legislation.
