Police Reform and Social Responsibility Bill report stage and third reading

The House of Commons held its second day of the report stage and third reading of the Police Reform and Social Responsibility Bill on Thursday 31 March.
Day two: Thursday 31 March
MPs considered New Clauses 1, 2 and 3, Amendments 22-30, 53-59, 162 and 185.
New Clause 1 related to power of licensing authorities to set fees, the Clause was read the first and second time and added to the Bill.
New Clause 2 related to the repeal of alcohol disorder zones, the Clause was read the first and second time and added to the Bill.
New Clause 3 related to the general duties of licensing authorities, the Clause was read the first time, considered and withdrawn.
Amendments 22-30 were considered and agreed to on a division.
Amendments 162 and 185 were considered but negatived on a division.
Amendments 53-59 were agreed to without a division.
The Bill was read a third time on a division (Ayes 274; Noes 161). The Bill will now be considered by the House of Lords.

New Clause 4 related to the commencement of Part 1 of the Bill, the Clause was read a first time but was negatived on division.
New Clause 5 related to a Memorandum of Understanding on the Operational Responsibility of Chief Constables, the Clause was read a first time but negatived on division.
New Clause 6 related to police and crime commissioners issuing precepts, the Clause was read a first time, considered but negatived.
Amendments 6-13, 15-20, 14 and 21 were agreed to without a division.
New Schedule 1 was agreed to on a division.
Amendments 31-40, 135A-138 and 41-52 were agreed to without a division.
Amendment 2 was negatived on a division.

Report stage
The report stage gives MPs an opportunity, on the floor of the House, to consider further amendments (proposals for change) to a Bill which has been examined in committee.
There is no set time period between the end of committee stage and the start of the report stage.
What happens at report stage?
All MPs may speak and vote - for lengthy or complex Bills the debates may be spread over several days. All MPs can suggest amendments to the Bill or new clauses (parts) they think should be added.
What happens after report stage?
Report stage is usually followed immediately by debate on the Bill's third reading.
