House of Lords back to business today

Parliamentary business resumes in the House of Lords today (Monday 6 June), following the Whitsun recess. This afternoon Members of the Lords will continue to debate the Police Reform and Social Responsibility Bill. Later in the week, the Leader of the House of Lords will lead a humble address paying tribute to the Duke of Edinburgh on his 90th birthday.
What’s on Monday 6 June
Legislation
Members of the Lords will continue to debate the Police Reform and Social Responsibility Bill, the fourth day of its committee stage. The Bill covers five policy areas:
- police accountability and governance
- alcohol licensing
- regulation of protests around Parliament Square
- misuse of drugs
- arrest warrants in respect of private prosecutions for universal jurisdiction offences.
The House of Lords voted to agree to an amendment removing proposals for the election of police and crime commissioners from the Bill, defeating the Government, on the first day in committee.
Subsequent debate on Clause 1 which concerns the role of police and crime commissioners was limited because the Government remained in favour of elected police and crime commissioners and could not support any amendments relating to the parts of the Bill affected by the vote.

Debates
This evening, there will be a question for short debate on recognising the contribution of women on active service for the Special Operations Executive in the Second World War.

On Wednesday 8 June, Members of the Lords will pay tribute to His Royal Highness, the Duke of Edinburgh on his 90th birthday. Lord Strathclyde, the Leader of the House of Lords, will lead what is known as the ‘humble address.’
Legislation
Other Bills that will be debated in the House of Lords during the week include the:
- Localism Bill, which starts its second reading on Tuesday 7 June. The Bill will devolve greater powers to councils and neighbourhoods and give local communities more control over housing and planning decisions
- European Union Bill, which aims to alter the UK procedures for agreeing to or ratifying certain EU decisions and Treaty changes, begins its report stage on 8 June.
Three Private Members Bills’ will also be debated, on Friday 10 June:
- Dog Control Bill
- Wind Turbines (Minimum Distances from Residential Premises) Bill
- Demonstrations in the Vicinity of Parliament (Removal of Authorisation Requirements) Bill
Debates
Members of the Lords will debate the Science and Technology Committee’s report on setting priorities for publicly funded research on Wednesday 8 June.
