The Scotland Bill had its second reading – main debate on all aspects of the Bill – in the House of Lords on Tuesday 6 September. More than 35 Members of the Lords took part in the discussion.

The Bill makes changes to the devolution settlement for Scotland and gives effect to the recommendations as set out in the Calman Commission report on Scottish Devolution, published in 2009.

Further information

Second reading is the first opportunity for Members of the Lords to debate the main principles and purpose of the Bill and to flag up concerns and areas where they think changes (amendments) are needed.
