Remaining stages of the Finance Bill

The House of Commons held the second day of the report stage and third reading of the Finance Bill on Tuesday 3 July 2012. The Bill will now be considered by the House of Lords

Summary of the Bill

To grant certain duties, to alter other duties, and to amend the law relating to the National Debt and the Public Revenue, and to make further provision in connection with finance.

Progress of the Bill

The Bill was originally introduced in the 2010-12 session of Parliament and a carry over motion was passed on 16 April 2012. 

This Bill had its second reading debate on 16 April 2012. The consideration of the Bill in committee was completed on 26 June 2012. The first two days of committee stage were a committee of the whole House on 18 and 19 April 2012.  

    The remaining stages started on 2 July 2012 and concluded on 3 July 2012.

    Report stage proceedings

    3 July 2012: Day two

    MPs considered in the following order; New Clause 4, New Clause 12, Amendment 17, New Schedule 1, Amendments 18-20, New Clause 13, Amendments 5-10 and Amendment 4.

    New Clause 4 was added to the Bill.

    New Clause 12 was negatived on division. (Ayes: 240, Noes: 308)

    Amendment 17 to Clause 195 was agreed to.

    New Schedule 1 was agreed to on division. (Ayes: 311, Noes: 230)

    Amendments 18-20 to Schedule 26 were agreed to.

    New Clause 13 was negatived on division. (Ayes: 241, Noes: 314)

    Amendments 5-10 to Clause 208 were agreed to.

    Amendment 4 to Schedule 23 was agreed to.

    The Bill was read a third time and will now be considered by the House of Lords.

    2 July 2012: Day one

    MPs considered in the following order; New Clause 1 and Amendments, 1, 23 and 24.

    New Clause 1 was added to the Bill.

    Amendment 1 to Clause 1 was negatived on division (Ayes: 233, Noes: 315).

    Amendment 23 to Clause 4 was negatived on division (Ayes: 236, Noes: 312)

    Amendment 24 to Clause 8 was negatived on division (Ayes: 234, Noes; 300)

    Report stage and third reading

    The report stage gives MPs an opportunity, on the floor of the House, to consider further amendments (proposals for change) to a Bill which has been examined in committee.

    There is no set time period between the end of committee stage and the start of the report stage.

    What happens at report stage?

    All MPs may speak and vote, for lengthy or complex Bills the debates may be spread over several days. All MPs can suggest amendments to the Bill or new clauses (parts) they think should be added.

    What happens after report stage?

    Report stage is usually followed immediately by debate on the Bill's third reading.

    What happens at third reading?

    Debate on the Bill is usually short, and limited to what is actually in the Bill, rather than, as at second reading, what might have been included.

    Amendments (proposals for change) cannot be made to a Bill at third reading in the Commons.

    At the end of the debate, the House decides (votes on) whether to approve the third reading of the Bill.

    What happens after third reading?

    If the Bill started in the Commons it goes to the House of Lords for its first reading. If the Bill started in the Lords it will return to the House of Lords for consideration of any amendments the Commons have made.
