New bills introduced in the Lords
24 May 2012
Twenty five bills, known as public bills or draft laws, have been introduced in the House of Lords since the Queen's Speech (9 May).
Each bill was announced at their first reading, the first step of a bill’s passage through the House of Lords. This formality takes place without debate. The long title (indicating the content of the bill) is read out by the member of the Lords responsible for the bill. Once it has been formally introduced, the bill is printed.
Government bills and private members’ bills are the two types of public bills – the most common type of bill introduced in Parliament. Public bills change the law as it applies to the general population, rather than a specific group or location.
Ministers introduce government bills, which implement government policy. Private members’ bills are introduced by individual members (from either House) who seek to change the law. These bills must go through the same stages as a government bill.
