Human Rights Act 1998 (Repeal and Substitution) Bill
The Bill seeks to repeal the Human Rights Act 1998 and related legislation and to make provision for a bill of rights and responsibilities to apply to the United Kingdom.
The Bill was withdrawn following the debate.

Resheduled Private Members' Bills
The Second Reading stage of the following Bills have been rescheduled.
A motion on Sittings of the House has been agreed, which means that the House will sit additionally on Friday 22 March 2013.
However, Private Members' Bills do not have precedence on this day. Any government business will take place first which means that time may not be available to debate Private Members' Bills. The House is not expected to sit on any other Fridays this session.
International Development (Official Development Assistance Target) Bill
The Bill seeks to make provision about the meeting by the United Kingdom of the target for official development assistance (ODA) to constitute 0.7 per cent of gross national income and to make provision for independent verification that ODA is spent efficiently and effectively.
The Second Reading stage of this Bill has been rescheduled for Friday 26 April 2013.
Bank of England (Appointment of Governor) Bill
The Bill seeks to give the Treasury Select Committee, or its successor bodies, the power to consent to the appointment of the Governor of the Bank of England. The immediate stimulus for this is the substantial increase in powers that would be given to the Bank of England under the Financial Services Bill 2012-13.

Equality (Marriage) (Amendment) Bill
The Bill seeks to amend the protected characteristics in the Equality Act 2010 to include a
person’s conscientious beliefs about the definition of marriage.
The Second Reading stage of this Bill has been rescheduled for Friday 8 March 2013.
Free School Meals (Children over the age of 16) Bill
The Bill seeks to make provision to introduce free school meal arrangements for children over the age of 16 who attend colleges to bring them into line with arrangements for children who attend schools, academies and free schools.

Cosmetic Surgery (Minimum Standards) Bill
The Bill seeks to to establish minimum standards for the practice of cosmetic surgery, including non-surgical procedures.

Town and Country Planning (Control of Advertisements) (England) Regulations 2007 (Amendment) Bill
The Bill seeks to amend the Town and Country Planning (Control of Advertisements) (England) Regulations 2007 to limit the display of external advertisements concerning lettings.

Private Members' Bills are Public Bills introduced by MPs and Lords who are not government ministers.
As with other Public Bills, their purpose is to change the law as it applies to the general population.
A minority of Private Members' Bills become law but, by creating publicity around an issue, they may affect legislation indirectly.
