The following bill was scheduled for debate and took place:

European Union (Referendum) Bill - Report stage (Day 2) 

This Bill, sponsored by James Wharton, seeks to make provision for the holding of a referendum in the United Kingdom on the United Kingdom’s membership of the European Union.

The list of amendment papers relating to the Bill can be found in the Bill documents section.

The House of Commons Library produces briefing papers to inform MPs of key issues. The papers contain factual information and a range of opinions on each subject, and aim to be politically impartial. The Library has published a briefing paper for the Bill.

The debate on the report stage of the Bill began on Friday 8 November, continued on Friday 22 November and will resume on Friday 29 November 2013.

Sentencing Escalator Bill - Second reading

This Bill, sponsored by Mr Philip Hollobone, seeks to provide that a criminal reconvicted for an offence on a second or further occasion receives a longer sentence than for the first such offence.

The second reading of this Bill has been rescheduled for Friday 6 December 2013.

Leasehold Reform (Amendment) Bill - Second reading

This Bill, sponsored by Mr Philip Hollobone, seeks to amend the Leasehold Reform, Housing and Urban Development Act 1993 in relation to the permitted signatories of notices; and for connected purposes.

Bill read a Second time; to stand committed to a Public Bill Committee (Standing Order No. 63).

Smoking (Private Members’ Clubs) Bill - Second reading

This Bill, sponsored by Mr Philip Hollobone, seeks to make provision to allow smoking in a separate ventilated room in a private members’ club if a majority of the members of the club so decide.

The second reading of this Bill has been rescheduled for Friday 13 December 2013.

Child Maltreatment Bill: Presentation Bill - Second reading

This Bill, sponsored by Mr Mark Williams, seeks to make provision about the physical and emotional welfare of children; and for connected purposes.

The second reading of this Bill has been rescheduled for Friday 17 January 2014.

Margaret Thatcher Day Bill: Second reading

This Bill, sponsored by Mr Peter Bone, seeks to make provision that the annual Bank Holiday Monday in late August be known as Margaret Thatcher Day. 

The resumption of the second reading of this Bill has now been rescheduled for Friday 29 November 2013.

EU Membership (Audit of Costs and Benefits) Bill - Second reading

This Bill, sponsored by Mr Christopher Chope, seeks to require an independent audit of the benefits and costs of UK membership of the European Union.

The second reading of this Bill has now been rescheduled for Friday 29 November 2013.

Asylum (Time Limit) Bill: Second reading

This Bill, sponsored by Mr Christopher Chope, seeks to require that asylum claims in the United Kingdom be lodged within three months of the claimant’s arrival in the United Kingdom; and that persons who have already entered the United Kingdom and wish to make an asylum claim must do so within three months of the passing of this Act.

The second reading of this Bill has now been rescheduled for Friday 29 November 2013.

Foreign Nationals (Access to Public Services) Bill: Second reading

This Bill, sponsored by Mr Christopher Chope, seeks to restrict access by foreign nationals to United Kingdom public services for which no charge is made.

The second reading of this Bill has now been rescheduled for Friday 29 November 2013.

House of Lords (Maximum Membership) Bill: Second reading

This Bill, sponsored by Mr Christopher Chope, seeks to provide for a maximum limit on the number of Peers entitled to vote in the House of Lords; and to provide for a moratorium on new appointments.

The second reading of this Bill has now been rescheduled for Friday 29 November 2013.

Private Members' Bills are Public Bills introduced by MPs and Lords who are not government ministers.

As with other Public Bills, their purpose is to change the law as it applies to the general population.

A minority of Private Members' Bills become law but, by creating publicity around an issue, they may affect legislation indirectly.
