Silk Commission
The Silk Commission was established by the Secretary of State for Wales to review the present financial and constitutional arrangements in Wales. The Commission is chaired by Paul Silk, former Clerk to the National Assembly for Wales and a former Clerk in the House of Commons.
The review was spilt into two parts; the first part reviewed the case for fiscal powers to the National Assembly for Wales. The second part looked at the powers of the Assembly and recommended modifications to improve the present constitutional arrangements.
