The House of Lords returns from recess on Tuesday 8 October as members of the Lords continue scrutinising several public bills and investigating government activity through committee work.

Care Bill

The bill seeks to reform the law around care and support for adults. It includes measures to safeguard adults from abuse or neglect and makes provision about care standards. It also proposes the establishment of Health Education England and the Health Research Authority.

The Care Bill enters report stage, a further chance for scrutiny, on 9 October.

Financial Services (Banking Reform) Bill

The Financial Services (Banking Reform) Bill is designed to bring about structural reform of the banking industry and make lasting changes to banking standards and culture. It begins committee stage, the first chance for line by line scrutiny, on 8 October.

Children and Families Bill

The Children and Families Bill enters grand committee in the Moses Room on 9 October. The process is almost identical to committee stage taken in the chamber with members carrying out line by line examination of the bill.

The bill proposes changes to legislation in areas including the statutory rights to leave and pay for parents and adopters, children and young people with special educational needs and aspects of the family justice system.

Lords committee news

The House of Lords select committees also return to business next week.

On 8 October, the Communications Committee hears from witnesses including Roy Greenslade, commentator and professor of journalism at City University and Steve Hewlett, media journalist and visiting professor at Salford University, as its investigation into media plurality continues.

The Inquiries Act 2005 Committee takes evidence from Lord Justice Leveson on 9 October.

On 9 October, EU Sub-Committees E & F are set to hear from Home Secretary, Theresa May MP and Lord Chancellor, Chris Grayling MP as the joint follow-up inquiry into the decision to opt-out of EU police and criminal justice measures continues.
