MPs have debated the second reading of the Deep Sea Mining Bill, one of the Private Members' Bills scheduled for debate in the House of Commons on Friday 6 September 2013.

This Bill has now been committed to a Public Bill Committee. Details for when the Committee are scheduled to meet are yet to be announced.

Deep Sea Mining Bill: Second Reading

This Bill, sponsored by Sheryll Murray MP, seeks to make provision about deep sea mining; and for connected purposes.

MPs also began debating the second reading of the United Kingdom Corporate and Individual Tax and Financial Transparency Bill. The debate was adjourned and has been rescheduled to resume on 1 November 2013.

United Kingdom Corporate and Individual Tax and Financial Transparency Bill: Second Reading

This Bill, sponsored by Mr Michael Meacher MP, seeks to require disclosure of various financial information by large companies; to provide for disclosure of beneficial ownership; to require banks to disclose to Her Majesty’s Revenue and Customs the identity of certain companies holding bank accounts; to require the publication of the tax returns of individuals with an income of more than a certain level and the largest two hundred and fifty UK companies; and for connected purposes.

The following Private Members' Bills were also scheduled to receive their second reading on 6 September but have now been rescheduled for later dates:

Face Coverings (Prohibition) Bill: Second Reading

This Bill, sponsored by Mr Philip Hollobone MP, seeks to to prohibit the wearing of certain face coverings; and for connected purposes.

The second reading has been scheduled to be read on 28 February 2014.

National Service Bill: Second Reading

This Bill, sponsored by Mr Philip Hollobone MP, seeks to provide a system of national service for young persons; and for connected purposes.

The second reading has been scheduled to be read on 28 February 2014.

European Communities Act 1972 (Repeal) Bill: Second Reading

This Bill, sponsored by Mr Philip Hollobone MP, seeks to repeal the European Communities Act 1972 and related legislation; and for connected purposes.

The second reading has been scheduled to be read on 28 February 2014.

Local Government (Review of Decisions) Bill: Second Reading

This Bill, sponsored by Charlie Elphicke MP, seeks to make provision about the procedure for conducting investigations under Part 3 of the Local Government Act 1974; and to make provision for cases where an authority to which that Part applies takes a decision that affects the holding of an event for a reason relating to health or safety.

The second reading has been scheduled to be read on 13 September 2013.

Specialist Printing Equipment and Materials (Offences) Bill: Second Reading

This Bill, sponsored by Charlie Elphicke MP, seeks to make provision for an offence in respect of supplies of specialist printing equipment and related materials; and for connected purposes.

The second reading has been scheduled to be read on 13 September 2013.

Local Government (Miscellaneous Provisions) Act 1982 (Amendment) Bill: Second Reading

This Bill, sponsored by Dan Rogerson MP, seeks to amend the Local Government (Miscellaneous Provisions) Act 1982 to require those providing a service from a fixed pitch in a designated area to apply for a licence to trade; and for connected purposes.

This Bill was not moved. The order to read the Bill a second time has now lapsed. There is no indication as to when the Bill will progress further.

Private Members' Bills

Private Members' Bills are Public Bills introduced by MPs and Lords who are not government ministers.

As with other Public Bills, their purpose is to change the law as it applies to the general population.
 
A minority of Private Members' Bills become law but, by creating publicity around an issue, they may affect legislation indirectly.
