House of Lords back to business

The House of Lords returns from recess on Monday 13 October as members of the Lords continue scrutinising several public bills and investigating government activity through committee work.

Infrastructure Bill

The Infrastructure Bill makes provision for the government’s proposals to fund, plan, manage and maintain the UK’s national infrastructure.

Members of the Lords have spent six days considering the bill line by line in Grand Committee. Committee stage continues on 14 October.

Serious Crime Bill

The Serious Crime Bill includes measures to tackle drug trafficking, human trafficking, organised illegal immigration, child sexual exploitation, high value fraud and other financial crime, counterfeiting, organised acquisitive crime and cybercrime.

Report stage, a further chance for scrutiny, begins on 14 October.

Criminal Justice and Courts Bill

The Criminal Justice and Courts Bill proposes changes in how offenders are dealt with before and after conviction. It also contains proposals on the proceedings and powers of courts and tribunals, and the system of judicial review. 

Report stage, a further chance for scrutiny, starts on 20 October.

Deregulation Bill

The Deregulation Bill provides for the removal or reduction of regulatory burdens on businesses, civil society, individuals, public sector bodies and the taxpayer. Committee stage, the chance for line by line scrutiny of the bill, begins on 21 October.

Lords committee news

The House of Lords select committees also return to business next week.

On 14 October, the Digital Skills Committee hears from witnesses including Baroness Lane-Fox of Soho, Karen Price, chief executive, e-skills UK and Maggie Philbin, member of the UK Digital Skills Taskforce and CEO of TeenTech, as its investigation continues.

The Constitution Committee takes evidence from the Lord Chancellor and Secretary of State for Justice, Chris Grayling MP, on 15 October.

On 15 October, the Lords Committee on Affordable Childcare are set to hear from Gill Jones, deputy director for Early Education, Ofsted; Sandra Mathers, University of Oxford; Ivana La Valle, research consultant, University of East London and Professor Cathy Nutbrown, University of Sheffield.
