Commons Private Members’ Bills: 7 November 2014

MPs are to debate a number of Private Members’ Bills in the House of Commons on Friday 7 November 2014, starting with the second reading of the Health and Social Care (Safety and Quality) Bill.

The following Bills are scheduled for debate today:

Health and Social Care (Safety and Quality) Bill: Second Reading

This Bill, is sponsored by Jeremy Lefroy MP, seeks to to make provision about the safety of health and social care services in England; to make provision about the integration of information relating to users of health and social care services in England; to make provision about the sharing of information relating to an individual for the purposes of providing that individual with health or social care services in England; to make provision for removing individuals convicted of certain offences from the registers kept by the regulatory bodies for health and social care professions; to make provision about the objectives of the regulatory bodies for health and social care professions and the Professional Standards Authority for Health and Social Care; to make provision about the disposal of cases concerning a person’s fitness to practise a health or social care profession; and for connected purposes.

If proceedings on this Bill end before 2.30pm, the second Bill and, possibly, subsequent Bills may be debated in the time remaining. After 2.30pm, only those Bills which are unopposed may make further progress.

Off-Patent Drugs Bill: Second Reading

This Bill, is sponsored by Jonathan Evans MP, seeks to require the Secretary of State to take steps to secure licences for off-patent drugs in new indications; to require the National Institute for Health and Care Excellence to conduct technology appraisals for off-patent drugs in new indications; and for connected purposes.

School Admissions Bill: Second Reading

This Bill, is sponsored by Jonathan Evans MP, seeks to require the Secretary of State to take steps to secure licences for off-patent drugs in new indications; to require the National Institute for Health and Care Excellence to conduct technology appraisals for off-patent drugs in new indications; and for connected purposes.

Football Governance Bill: Second Reading

This Bill, is sponsored by Damian Collins MP, seeks to require professional and semi-professional football clubs in England to disclose the identity of their owners; to give the Football Association powers to block the ownership of a club by anyone whom they consider is not a fit and proper person; to require all creditors of a football club to be compensated equally should the club go into administration; to facilitate the raising by supporters’ organisations of the finance required to acquire a controlling stake in a football club; and for connected purposes.

Road Traffic Regulation (Temporary Closure for Filming) Bill: Second Reading

This Bill, is sponsored by Iain Stewart MP, seeks to make provision for the restriction or regulation of traffic on roads in connection with filming; and for connected purposes.

Illegal Immigrants (Criminal Sanctions) Bill: Second Reading

This Bill, is sponsored by Mr Christopher Chope MP, seeks to make provision for criminal sanctions against those who have entered the UK illegally or who have remained in the UK without legal authority.

House of Lords (Maximum Membership) Bill: Second Reading

This Bill, is sponsored by Mr Christopher Chope MP, seeks to provide for a maximum limit on the number of Peers entitled to vote in the House of Lords; and to provide for a moratorium on new appointments.

EU Membership (Audit of Costs and Benefits) Bill: Second Reading

This Bill, is sponsored by Mr Christopher Chope MP, seeks to require an independent audit of the benefits and costs of UK membership of the European Union.

Wild Animals in Circuses Bill: Second Reading Bill

This Bill, is sponsored by Jim Fitzpatrick MP, seeks to  prohibit the use of wild animals in circuses; and for connected purposes.

Private Members' Bills are Public Bills introduced by MPs and Lords who are not government ministers. As with other Public Bills, their purpose is to change the law as it applies to the general population.

A minority of Private Members' Bills become law but, by creating publicity around an issue, they may affect legislation indirectly.
