Lords private members' bills

The House of Lords considered four private members' bills on Friday 13 March. The bills cover local government, health and social care and divorce.

A private member's bill is a type of public bill (that affects the public). Private members' bills must go through the same set of procedures as other public bills.

Local Government (Religious etc. Observances) Bill

The bill makes provision about the inclusion at local authority meetings of observances that are, and about powers of local authorities in relation to events that to any extent are, religious or related to a religious or philosophical belief.

Health and Social Care (Safety and Quality) Bill

A bill covering the safety of health and social care services in England, the bill includes measures on the:

  • integration of information relating to users of health and social care services in England
  • sharing of information relating to an individual for the purposes of providing that individual with health or social care services in England
  • removal of individuals convicted of certain offences from the registers kept by the regulatory bodies for health and social care professions
  • objectives of the regulatory bodies for health and social care professions and the Professional Standards Authority for Health and Social Care
  • disposal of cases concerning a person’s fitness to practice a health or social care profession.

Health Service Commissioner for England (Complaint Handling) Bill

The bill makes provision about the handling of complaints by the Health Service Commissioner for England.

Divorce (Financial Provisions) Bill

A bill to amend the Matrimonial Causes Act 1973 and make provision in connection with financial settlements following divorce.

A bill to put into legislation the target of spending at least 0.7% of national income on aid. The bill would also require the secretary of state to make arrangements for the independent evaluation of aid spending.

Control of Horses Bill

Second reading: Friday 27 March

The bill makes provision for local authorities in England to be able to deal more efficiently with fly-grazing horses in public places in their area. It amends the Animals Act 1971 to give local authorities the power to detain straying horses or those placed intentionally and unlawfully in public places in their area.

Local Government (Review of Decisions) Bill

Second reading: Friday 27 March

The bill covers the procedure for conducting investigations under Part 3 of the Local Government Act 1974. It also makes provision for cases where an authority to which that Part applies takes a decision that affects the holding of an event for a reason relating to health or safety.

Self-build and Custom Housebuilding Bill

Second reading: Friday 6 February

The bill includes measures to:

  • make local authorities keep a register of individuals and community groups who have expressed an interest in acquiring land for self-build and custom-build projects
  • take account of and make provision for the interests of those on these registers in developing their housing initiatives and their local plans
  • allow volume house builders to include self-build and custom-build projects as contributing towards their affordable housing obligations, when in partnership for this purpose with a Registered Social Landlord
