Finance Bill: Commons Committee stage

The House of Commons debated the Finance Bill in a Committee of the whole House on Tuesday 8 September 2015.
The Bill will next be considered in a Public Bill Committee when MPs further consider the Bill in detail and can make amendments to it. The Public Bill Committee is scheduled to meet on 13, 15 and 20 October 2015.

Summary of the Finance Bill
A Bill to grant certain duties, to alter other duties, and to amend the law relating to the National Debt and the Public Revenue, and to make further provision in connection with finance.
Progress of the Bill
The Bill was introduced into the House of Commons on 14 July 2015. This is known as the first reading and there was no debate on the Bill at this stage.
The Bill passed second reading on 21 July 2015.
Following second reading the House of Commons agreed a programme motion which scheduled parts of the Bill to be considered in a Committee of the whole House and the remainder in a Public Bill Committee.
The Bill was considered by a Committee of the whole House on Tuesday 8 September 2015.
Proceedings in the Public Bill Committee are scheduled in the programme motion to conclude by Tuesday 20 October 2015, but could finish earlier.

What happens at a Committee of the Whole House?
When a Bill passes its second reading and is considered in detailed, this usually takes place in a Public Bill Committee held outside the Chamber and made up of between 16 and 20 MPs.
Occasionally a Bill will be considered by a Committee of the whole House and this discussion takes place in the Chamber itself, where all MPs can take part.
Any Bill can be referred to a Committee of the whole House, but the procedure is normally reserved for Finance Bills and other important or controversial legislation.
What happens next?
When the Bill has been considered by the Committee of the whole House other parts of the Bill will then be further considered by a Public Bill Committee. Proceedings in the Public Bill Committee are scheduled in the programme motion to conclude by Tuesday 20 October 2015, but could finish earlier.
The Bill will then be considered at Report and Third Reading stages over one day, on a day yet to be announced.
